Can a business impose a long notice period on consumers?

For Dutch consumer contracts, no: after a silent renewal the consumer may cancel at any time with at most one month's notice, and overly long periods are presumed unreasonable.

Does a notice period apply when terminating for cause?

Not always. Termination for material breach (dissolution under BW 6:265) can take immediate effect once the debtor is in default. Termination for convenience, by contrast, typically requires notice.
