Most contract management statistics on the web trace back to three or four studies, and almost none of the pages citing them say when the research was done or who paid for it. This page does the opposite. Every number below links to the organization that produced it, carries the year it was measured, and states the sample where the publisher gives one. Numbers we could not trace to a public primary source are listed at the bottom under the statistics we retired, with the reason.

How much value do contracts leak?
Companies lose an average of 8.6% of contract value to poor contracting, according to the 2023 study The ROI of Contracting Excellence1 by World Commerce and Contracting with Deloitte. The same study puts the best performers at a little over 3% and the worst at more than 20%. It draws on 1,236 organizations, with data collected between April 2021 and December 2022.
The figure most roundups quote, 9.2%, is the older number this replaced. World Commerce and Contracting, then named IACCM, measured 9.2% average value erosion in research conducted in 2014, as the 2023 report states in its own opening. Treat 9.2% as the 2014 baseline, not a current estimate.
Erosion of this kind accumulates after signature, in missed milestones and unclaimed entitlements, which is the job that contract tracking software exists to do.

Scaled globally, Deloitte and Docusign put the cost of weak agreement management at "a nearly $2 trillion loss in annual global economic value from lost productivity and revenue opportunities" in Unlocking the Value of Agreement Management2, published in 2024. That study surveyed more than 1,000 technology and business leaders across ten countries, plus 17 follow-up interviews.
The same research found that companies with disconnected agreement management workflows spend an extra 18% of their time on agreements. Those inefficiencies add up to over 55 billion hours wasted globally per year. Customer-facing functions such as sales and marketing account for 40% of the global value loss, and support functions for the remaining 60%.
Contract adaptation has a measurable price in public works too. A National Bureau of Economic Research working paper3 on bidding for incomplete contracts estimates that adaptation costs account for about ten percent of the winning bid.
On the other side of the signature, almost nobody reads the terms. A study in the Journal of Legal Studies4 by Bakos, Marotta-Wurgler and Trossen tracked 48,154 monthly visitors to 90 online software companies and found that only one or two shoppers per thousand accessed the licence agreement.
Where do companies keep their contracts?
In most large organizations, contract data is scattered rather than centralized. The 2023 World Commerce and Contracting and Deloitte study states that in a typical large organization, contract-related data is held in 24 different systems.
Ownership is equally unclear. The 2025 Benchmark Report5 from World Commerce and Contracting reports that 48% of respondents acknowledge there is no clarity over who is accountable for the quality and integrity of the contracting or commercial process, and its own analysis extends that to 70 to 80% of organizations lacking true accountability. The same report records that 88% of executives understand that commercial and contract management excellence matters, and that 87% of organizations are dealing with high levels of uncertainty.
Both numbers describe the same underlying condition, which is that no single system holds the agreements, and a central contract repository is the structural answer to it. Getting the agreements into that repository in the first place is a separate problem, usually solved by contract intake by email.

Tool adoption inside legal departments is better documented than tool consolidation. The 2025 Law Department Management Benchmarking Report6 from the Association of Corporate Counsel finds contract management the second most widely adopted legal technology at 61%, behind e-signature at 69% and ahead of artificial intelligence at 52%. That report covers 395 legal departments across 23 industries and 34 countries.

Contract work also stays in house. The same benchmarking report shows contract management handled in-house by over 90% of departments in both 2021 and 2025, with outsourcing to alternative legal service providers rising only from 2% to 5% over that period.
Scattered storage is a tooling problem before it is a discipline problem, and the fix is a single searchable record rather than another folder convention.
How long and complex are contracts getting?
Contracts have become longer and harder to read over the last two decades. The Stanford Material Contracts Corpus paper7 by Adelson and Nyarko, published in 2025, assembles over one million contracts filed by public companies with the US Securities and Exchange Commission between 2000 and 2023. The authors report that both contract length and Flesch-Kincaid reading grade level increased across that period. Longer documents are what make a free contract summary tool useful before a full read.
Complexity is not the same as completeness. Nyarko's Stickiness and Incomplete Contracts8 in the University of Chicago Law Review finds that choice-of-forum provisions are absent in the majority of half a million material agreements reported to the SEC.
Reading time is the constraint nobody budgets for. Obar and Oeldorf-Hirsch's study in Information, Communication and Society9 found participants spent an average of 51 seconds on terms of service that needed 15 to 17 minutes to read, and that 74% skipped the privacy policy entirely. The sample was 543 participants.
How often do contracts end in disputes?
Contract disputes are one of the largest single categories of US federal civil litigation. Table C-2 of the federal judiciary statistical tables10 records 30,824 contract actions commenced in US district courts in the 12 months ending December 31, 2025, up from 28,392 in the equivalent 2024 period. Insurance is the largest sub-category at 13,654 filings.
Damages are concentrated in a small number of cases. The 2024 Contracts Litigation Report11 from Lex Machina counts 10,253 contract cases filed in federal district courts in 2023, with $13 billion in damages awarded between 2021 and 2023, and 31% of appealed contract cases ultimately reversed.
International commercial arbitration shows a similar pattern of few cases and large sums. The International Chamber of Commerce12 reported 831 cases filed under its Arbitration Rules in 2024, with an aggregate amount in dispute of US$103 billion, an average of US$130 million and a median of approximately US$5 million. Which forum hears a case of that size is set years earlier, in the dispute resolution clause.

Construction is the sector where contract drafting failures are priced most visibly. The 2025 Construction Disputes Report13 from Arcadis puts the average North American dispute value at $60.1 million in 2024, against $43.0 million in 2023. Average resolution time fell to 12.5 months, the lowest in a decade. Errors or omissions in contract documents were the most common cause of disputes for the third consecutive year. Volume litigation looks different outside the United States. The UK Ministry of Justice's civil justice statistics for October to December 202514 record 410,000 money and damages claims in that quarter alone, making up 90% of all civil claims.
Failure at the top end is expensive for the public. The UK National Audit Office's investigation into the government's handling of the collapse of Carillion15 puts the Cabinet Office's loss on the liquidation at an estimated £148 million, and states that the total cost to the taxpayer will be higher than that.
How big is the contract economy?
Public procurement alone runs to hundreds of billions of dollars a year in the United States. The Government Accountability Office16 reports that in fiscal year 2025 the federal government committed about $793 billion on contracts, a $17.8 billion increase on fiscal year 2024. Defense accounts for the largest share of contract actions. The Department of Defense's Federal Procurement Data System page17 states that DoD reported over 89 million contract actions with obligations over $445 billion to FPDS in FY24.
Individual defense contracts are large enough to be reported one by one. The UK Single Source Regulations Office's annual qualifying defence contract statistics for 2024/2518 cover 77 contracts with a total estimated price of £13.5 billion and a mean estimated contract profit rate of 9.78 per cent.
Centralized buying is measured against a benefit rate. The Crown Commercial Service Annual Report and Accounts 2024/2519 records a commercial benefit rate of 10.49% and a spend-related commercial benefit value of £4.6 billion, on £33 billion of public sector direct spend channelled through its agreements. The same report shows £2.3 billion, or 10%, of central government spend going directly to 1,468 small and medium-sized enterprises. In Europe, procurement is a measurable share of output. The European Commission's Single Market and Competitiveness Scoreboard20 states that public procurement accounts for about 15% of EU GDP. The Commission's Tenders Electronic Daily service21 publishes over 3,000 public procurement notices every day, Monday to Friday.
The people who run this work are a growing occupation. The US Bureau of Labor Statistics22 projects employment of purchasing managers, buyers and purchasing agents to grow 6 percent from 2025 to 2035, with about 53,600 openings projected each year.
Are legal and procurement teams buying contract software?
Contract management is the single most common technology priority named by chief legal officers. The 2025 Chief Legal Officers Survey23 from the Association of Corporate Counsel reports contract management as the most frequently cited technology initiative at 62%, followed by document management at 32% and workflow tools at 26%. What that priority looks like in practice is set out on the page for general counsel software.
Legal operations teams report the same direction of travel for AI. The 2025 State of the Industry Report24, published by CLOC on data from the 2024 Harbor Law Department Survey, finds 30% of law departments with an AI tool implemented and in use, up from 18% in 2023. The same survey records 54% considering implementation in the next one to two years, up from 40% the year before. It also finds 83% of departments expecting demand for legal services to keep growing, with 63% naming workload and resource bandwidth as their top challenge. Harbor ran the survey, now in its 21st year, and it covers 186 organizations across 14 countries and more than 15 industries. Bandwidth pressure of that kind is the starting point for in-house legal teams assessing tooling.

Contracting-specific AI adoption tracks close behind. World Commerce and Contracting's Trusted Contract Data25 research reports that 42% of organizations are now adopting or implementing AI in the contracting process.
Buyers expect to spend more. The 2024 Deloitte and Docusign study found that two out of five companies are looking for solutions with smarter capabilities, and that more than half plan to increase spending on agreement management solutions over the next three years.
Maturity correlates with performance, at least by self-report. The 2025 Deloitte and Docusign Digital Agreement Management Study26, based on more than 1,400 business leaders globally, reports that organizations with advanced obligation and renewal management capabilities are 31% more likely to say they outperform their strategic goals.
Analyst forecasts point the same way. Gartner predicted in May 202427 that by 2027, 50% of organizations will support supplier contract negotiations through AI-enabled contract risk analysis and editing tools, drawing on a November 2023 survey of 101 procurement leaders.

How accurate is AI at contract review?
The best public evidence on model accuracy comes from benchmark datasets rather than vendor demonstrations. The Better Call GPT study28 by Martin and colleagues, run by the Onit AI Centre of Excellence and published in 2024, reports that advanced models match or exceed human accuracy in determining legal issues, at a 99.97 percent reduction in cost over traditional methods. This is a vendor-run experiment, so read it alongside independent benchmarks rather than on its own.
The standard labelled dataset for clause extraction is public. CUAD29, released by Hendrycks and colleagues in 2021 with The Atticus Project, contains over 13,000 expert annotations across 510 commercial contracts and 41 clause types.
Benchmarks of this shape describe the same task that AI contract analysis performs on a live portfolio. The clause-level extraction those datasets measure is also what a contract data extraction platform turns into structured output.
A newer benchmark tests retrieval rather than extraction. ACORD30, presented at ACL in 2025, includes 114 queries and over 126,000 query-clause pairs, each ranked on a scale from one to five stars.
We deliberately do not cite the 2018 vendor study that reported 94% AI accuracy against 85% for lawyers on non-disclosure agreements. It was produced by a contract review vendor, it is eight years old, and the underlying data has never been published.
How big is the contract software market?
Market estimates for contract lifecycle management software disagree by more than 60% for the same year, so quote the spread rather than a single number.
- Fortune Business Insights31 valued the global CLM solution market at USD 1.84 billion in 2025, projecting USD 5.09 billion by 2034 at a CAGR of 11.90%.
- IMARC Group32 put the market at USD 2.6 billion in 2025, reaching USD 5.7 billion by 2034 at a CAGR of 9.20%.
- Precedence Research33 put it at USD 2.96 billion in 2025, reaching around USD 8.84 billion by 2035 at a CAGR of 11.56%.
- Mordor Intelligence34 estimates USD 3.39 billion in 2026, growing from USD 3.0 billion in 2025 to USD 6.26 billion by 2031 at a CAGR of 13.06%.

The gap is a definition problem, not a measurement error. Each firm draws the boundary of "contract lifecycle management" differently, includes or excludes e-signature and adjacent procurement modules, and models private company revenue with its own method. None of these estimates is auditable from outside the publisher, so use them to show direction and never as a precise figure. Which contract statistics are outdated or unverifiable?
These numbers circulate widely and we could not trace any of them to a public primary source. We do not publish them, and we list them here so they can be avoided elsewhere.

Methodology and last verified date
A statistic qualifies for this page when four conditions hold. The number must appear on a page published by the organization that produced it. The year the data was collected must be stated or derivable. The publisher must name a sample, a dataset, or an administrative record behind the figure. The source must be publicly reachable without a paywall or a login.
The retirement section above is a ninth question-style section, one more than this page format normally carries. It is a deliberate exception, because naming the statistics that fail the test is the point of the page.
We exclude press wires, news re-reports, other vendors' statistics roundups, encyclopaedias and data aggregators, and any page whose own citation is the real source. Where a research firm sells the full report, we cite only figures the firm publishes on its own site. Where a vendor commissioned or ran the research, we say so in the sentence.
Two figures we wanted are not on this page because the number is not in the public text. These are recorded in our verification file rather than published: the country-level 2024 indicator values in the EU Single Market Scoreboard dashboard, which exist only inside an interactive chart, and the percentage of organizations keeping all executed contracts exclusively in a contract lifecycle management system, which sits inside a gated World Commerce and Contracting report.
